DS: Incompetence or just plain criminal?

Incompetence is endemic these days. It isn't helped by a 'jobsworth' attitude to insurance and health and safety issues by managers. What I find obscene is that $500,000 went to lawyers on a review. Might that money not have kept the shelter going and paid for clearing up the disease(s)?
