I am, as well, and if you go ahead and fill out the questionnaire (it's really short and you can update it at any time), they'll link you to the pre-candidate instruction booklet which better explains your chances of admission. As to the third question: I think going ahead and applying would better serve your case- keep in mind, most congressmen know that your senior year stats aren't included in your application, and they'll give you a chance to further strengthen your case with an interview (you can tell 'em about your new classes and clubs at that time).
